Is it possible to change the positions of the mounts on this stand? I would want to have a single monitor on the bottom and the dual monitors up top.

Dual monitor rail is independent from the single and can be positioned above or below from each other. They can even face forward or away for a small presentation. My personal preference is two on bottom with one directly in front of me. Then one to the right for misc. and the upper monitor for email and things-to-do list.

Can you reconfigure the two monitor arm to be on top and the single on the bottom?

You should have no problem, I have two 32 inch monitors and one 24 inch on this unit. Check mounting if100mm or200mm on monitor

Does the stand come with the screws to mount the monitors?

It comes with a lot of screws. I've never used them, as I usually mount Dell S2415H monitors and the screws already in the monitor work fine.
