Can someone please explain why the RT OS is NOT a good operating system?

It's not, strictly speaking, a bad operating system, judged entirely on its own merits. Microsoft had the dominant operating system, Windows, and watched Apple use a mobile processor and a locked-down operating system, and locked-down hardware that could only run apps from the manufacturer's store to release a tablet that encroached on the then heavily Windows dominated netbook market. Microsoft took Windows, made many similar choices, and released RT to the world.
The problem with Windows RT is what happened next.
Unlike iPad, which both drew from iPhone apps and inspired a huge developer movement, Windows RT , well, mostly didn't do either. Microsoft did release a new way of making "Modern" apps that could run across Windows, Windows RT and even Windows Mobile. There's no existing back catalog there though. The Windows back catalog is in x86, and there was no automatic way of getting those on a Windows RT device. Microsoft ported part of their catalog to RT. A few other developers moved some real products over, but developers mostly decided to keep building classic Windows apps, excluding the slow-selling Windows RT devices till they built real market share. Most customers skipped RT because they could just as easily buy an x86 computer, even in tablet form.
RT dropped decades of backwards compatibility bloat and took a fresh approach to security. It's not a bad operating system for being made badly. The problem with Windows RT is that little software runs on it, Microsoft has abandoned it, and the RT hardware requirements mandated that the underlying hardware is locked in such that it cannot be used for anything else.
Don't buy a Windows RT tablet at this point in time. Microsoft will stop patching it in a little over a year, and you'll spend the time between now and then in a technological dead end. If this is your budget, get a super cheap Windows 10 machine or a Chromebook that has time left under Google's Automatic Update Policy.

I only have a wall charger.  There is no USB end.  You would have to buy an inverter to us it in your car.
