A: No, it is not conductive thermal paste. There is no metal oxide material in MX-4. Therefore it is not electrically conductive material.

A: I think as long as it hasn't been exposed to heat or froze it will most likely be okay. You could test it on a CPU and see if it flows out of the syringe like it should. If it is chunky or doesn't want to flow at all then it is probably no good.
