If its the same as the VXDAS tool I have (looks phyically different) it just wakes sensors up when you hold it close and press the button (i.e. normally sensors are only woken by the wheel turning and for the relearn process you want to do one at a time not all at once). That's great for relearning sensor IDs but is all it does. It just emits a signal and doesn't even know whether the sensors are out there.
