What I did was to have a smaller jar to store a smaller amount. I would rinse about 1 C of capers a couple times then put them in the smaller jar in fresh water. It takes some time for the salt to dissolve into the water. But within a day or so, the capers would be fine to eat and not nearly so salty as they are to begin with.
