Someone answered that you do not need a separate fuse, but must likely you do! Typical bilge pumps have 16 gauge or smaller lead wires, if a system failure, draws 14 amps of current, it will melt the insulation on the wires, creating a fire hazard onboard the vessel, without tripping the 15 amp circuit breaker, that is there to protect against a dead short, such as connecting the wires improperly.
