**Q: Is this a hard plastic or hard rubber trainer**
A: This is a hard plastic (polypropylene) training tool that is designed to avoid training injury.  Rubber training tools are heavier and more expensive, generally.  Rubber training tools might be less likely to bust a tooth or break a finger bone because they absorb impact shocks a little bit better than polypropylene.  
But, in the end, a pet can make short work of either material, if they are left out..
