The reason is to dont let the water to flow back and stoping the booster pump to switching on every so often for a short term to build the pressure up in the pipes. If there is no NRV in your system then the water can flow back and because the pump pressure sensor feels the pressure drop it will switches on for a short term to get the set pressure in your pipe system, even if you never opened a tap.
