I don't have dark circles, so I can't be sure. I would say that it probably does. Since I'm in my 60s and my skin is beginning to thin, I use a concealer in some areas (for example, under my eyes) and then layer the Magic Minerals on over that. It works a treat. It arrived quicker than expected, so very happy with the delivery. I watched a tutorial on YouTube about how to apply it which I found very useful so was eager to try it myself. I do like this product but have to agree with other reviewers that it's probably best suited to already tanned or darker skin. If you're going from British 'winter white' to sunkissed then this product is probably too dark. The darker quarter does come out very brown on my face so I try to use only the lighter shades and use the dark one as an eye shadow. It is quite good at covering up panda eyes caused by sunglasses though.
