As for the fans you're using I know nothing about them but if they are low voltage DC or something that takes a low voltage DC pwm signal to control speed you should be ok. The board only does 2 amps per channel but might have overload protection, check the manufacturers spec. The same goes for the voltage input, I think 16 volts dc is near the max but just check the spec. As for writing the code or a sketch as it's called there are probably pre written functions for H-bridges or search the internet. Using this board to drive two DC motors is a typical robot application so there should be something to start with out there. I would imagine that measuring temperature would be a good idea as this is a cooling project, again code and circuits are on the 'net to incorporate. This does assume some coding knowledge though. Even so there might be a whole project near to your needs already done. Google this and you will find documentation and example projects which use it. I too am using it for DCC++ railway control and have two boards, one used with an Arduino Mega and the other with an Elegoo Uno.
