For safety reasons shouldn't recommend for a wheelchair** A: No velcro. It does have an intricate pattern of rubber squares (each about 1/4" sq) ; each square has 3 inscribed lines - it really grips (even to my gamer chair that is covered in a pretty smooth, relative hard leatheresque material). If velcro is the only thing you'lll accept, buy some and stick it one the bottton; the weight of the person and the velcro should hold the cushion in place - Velcro with the squares should hold anyone in place! Good luck!! PS - It's an awesome cushion! **Q: Is the cloth cover washable?** A: Yes the cover can be removed and washed.
