It appears that the design of the Mini 3 is such that in the event of a collision, this small “arm axis” assembly absorbs the energy and becomes the “failure point” - ultimately, this saves the entire front arm assembly from needing replacement, which would be a more costly replacement, AND a much more intensive repair.
