At a guess you are a person who understands what the board is capable of. Yes, the board needs a 5v DC supply to power the circuit & the coils in the relays. A relay is designed to drive a higher current & often a higher voltage than the control circuit would allow. Eg a Raspberry Pi switching a 230v light bulb on and off. In answer to your 24v question, the relay will switch whatever voltage is input at the *output* contact set of terminals. If this is still unclear then do more research into how a relay works. Be aware that this is a low price item, ratings on the relays may not be true & lethal voltages will be on the traces under the board if connected to mains voltage. Always insulate the bottom of the board & mount it safely.
