It stays at whatever level you pull it up to right up until you push it back down again. **Q: Is this item waterproof?** A: NO. Be very careful when considering its placement. Basically it's just a vertical 3 gang extension that slides up and down. I have placed mine at the very edge away from any water source. It accomdates the kettle and an Nespresso machine and very handy for USB use.
