For crocheters who are intermediate, you can skip the basics, but the authors have so many little insights about the basics, it's worth reviewing those too. Skills (like how to carry yarn up the side of a project for striped fabric) have a primary description and then the page for the description is referenced in sections where you need to use that skill. I can't say enough good things about the thoroughness and ambitiousness of the book. If you want to learn to crochet really well, or just go to the next level, everything you need is here.
