Will these work in plaster lathe walls?

I don't think they are designed for plaster lath, their primary use is for standard wallboard/drywall.

I have an 11 lbs 26” vizio tv I’m trying to mount. Total weight of both being around 20 lbs. would this work?

Should be fine by using 4 of these. Assuming you are mounting to sheetrock. If you happen to hit a stud instead of a hollow spot, then you just back out the toggler and drill a small hole and use the screw by itself.
