Has anyone used this for carry on? Does it meet size requirements? It's hard to be sure based on dimensions.

I use this as my carry on all the time, and it's fine. If you stuff it too full it may have to go in the overhead bin, but I've had it full of books, a laptop, a coat, and a purse (along with other odds and ends) and fit it under the seat in front of me just fine.

I work with kids as a teacher so here's my best shot at your question: you could possibly take the backpack to a store that does monograms and have your child's name monogrammed on the front side. It might be a little costly but DEFINITELY would make it stand out as his/hers. Or, you could purchase a name tag or name keyring and attach to the zipper. You could even make a handmade name tag for that matter. Other ideas might be to attach other personal items to the zipper to make it stand out from other kids' backpacks. Good luck!

Is there a pocket on the inside of the big compartment for small items?

Not inside the big pocket, no. But there is a small zippered pocket on the outside of the main compartment and also small unzippered pockets inside the front zippered compartment that can be used for small items.
