Would I use this along with a conditioner or instead of one?

I use it with conditioner. This product is more for styling purposes. I like it though. Makes my daughters hair pretty and soft instead of frizzy.

does it have to be applied to wet hair? or ok to apply to dry hair?

I’ve only used it on wet hair but the directions say apply to wet or dry.
