My order didn't come with the threaded screw. Someone mentioned in the review that their's was in the hole but ours was empty. Should one be included?

Yes! There should be a little screw in the screw hole.

I received no Allen wrench with my spinner and have no idea how to make it spin?

This is a knob designed to be used with the GRS spinner(https://www.amazon.com/ThunderStick-Arcade-Spinner-for-Arcade1Up/dp/B07P5WJ7BC). Allen wrench is not included. You will get an allen wrench when you purchase the GRS spinner. thanks

Will this work on the atgames legends ultimate as a replacement spinner?

Nope, the dimension of this knob is different
