Yes, It comes with a AMD Wraith Cooler. The AMD Wraith Cooler is included in the same box as the CPU (AMD Ryzen R5 3600) Once the box is opened you will have to remove the protective cardboard surrounding the cooler to actually see the cooler. Also according to the description above, you will notice that on multiple occasions there are mentions that a Wraith Cooler is included in the box.

I have the ASUS ROG STRIX B350-F GAMING AMD Ryzen AM4 motherboard, can i pop this in and i am good to go? do i need a 2nd gen ryzen first to set bios

I have this exact motherboard and I have the Ryzen 5 3600 running on it smoothly.  To get it to work you will first need to update your motherboard's firmware first. So you will need a 1st gen or 2nd gen Ryzen CPU to update the BIOS. Also, before you do that you also want to install the latest AMD chipset drivers before you update the firmware.
So you do it in this order....
1) Go to AMD's website. Download and install  the lastest AMD chipset driver (that chipset driver works for every generation of AMD Ryzen CPUs).
2) Go to ASUS' website and download the lastest firmware. Install the firmware with your Gen 1 or Gen 2 Ryzen CPU in your motherboard.
3) Now you can put in your Ryzen 3rd gen (Zen 2) processor in your motherboard and it will work.
