Yes, it even holds my daughter's 1/4 size violin!

Will this hold a double bass?

No. This will hold a violin and viola, but not a double bass.

Has anyone found way to lock the collapsible legs?

Dear customer, sorry, now this stand only has the head protection lock, it does not have the legs lock yet. Thanks.

Will it hold my 16 1/2 inch viola?

I am not familiar with violas but I believe a violin is about the same size as a 14" viola. There is about two inches between the the body of the violin and neck rest with my violin, with the stand fully extended.
