If you ask about nominal impedance the answer is yes. If you ask how close to the nominal value it is in all 10GHz range - I do not know, I do not have equipment to test it.

I need to measure the signal strength of nbc channel 5.1 ota dallas discretely on rf channel 24 (530 mhz). can this be done with this product?

I would say YES. Your 530 MHz falls within the Specification in the Description of "1MHz ~ 10GHz". FYI: IF your output is greater than 0 DB then you will need an Attenuator to get the power to within the -50 DB - 0 DB Range ... otherwise damage could occur to the RF Power Measurement Device.
