Can I use nesquik chocolate syrup instead of hershey's chocolate syrup?

yes, of course, whatever syrup you want to use is okay!

Do you buy the ice cream mixture separate?

You make your own ice cream, basically cream, sugar and whatever flavor (vanilla, etc). It's super easy but only makes a tiny amount. My son loves it!
