Cheap caps caused issues.
Ordered these along with another just for them to cause all kinds of issues on the tv I was working on. Changed them out twice and ended up having to buy some higher quality rubycon caps that fixed my issues. Just avoid these cheap caps. Buy once cry once.

Chew toy
The fotos show the deformed capacitors and poly envelope. Looks like a small child chewed on. Mailer was ok. Replacement capacitors were fine
