It’s clear that you have to order at least two for them to ship an order. It says nothing that one is free. It’s not financially feasible for them in shipping costs to just ship one and the seller isn’t offering a buy one get one free.

Would a comet goldfish and black kuhli loaches eat this?

The goldfish would for sure, but the loaches may not since it floats and does not sink. If it were to sink, they would definitely eat it.
