Can C7 Christmas lights be put on this tree?

Sorry but you're in error. C7s are large. They're the old fashioned 1970s egg shaped lights. Of course they would fit on the branches of any well made, sturdy fake tree that is not flammable.

How big is the base in the 6 ft tree?

Diameter of tree once spread an fluffed is about 4 ft not sure about the base. But this is a beautiful tree well worth my dime
