do dehydrated Jalapenos have membranes in them and do they need to be rehydrated for sausage making?

There is no membrane as you would see in a freshly cut jalapeno, they're a small dice, just under a quarter inch, and no, you don't have to rehydrate, they'll absorb moisture from the sausage when mixed in.

Do these have the dried seeds mix in?

Yes some seeds are mixed in u can see them in the pic if you look closely I use theses all the time there fantastic in deer sausage u fo through about 8/10 packed a yrs
