Heat sink compound (also called thermal grease, thermal compound, CPU grease, heat paste, heat sink paste, and thermal interface material) is a sticky paste that's used as an interface between CPU heat sinks and heat sources. Hope this helps. Unless is used for something different. Once opened has a limited time, can't be kept forever, check the box.

Can this be used for graphics cards

It should be fine for any kind of electronic assembly work which needs thermal paste including GPUs. I would use this if I needed to work on a graphic card for some reason.

How many applications of thermal paste can I get out of a 3g syringe ?

Intel CPU maybe around 10 applications if applied with little waste.

Why would they sell it used?

'Used' will be the packaging open, but not the actual syringe open. Usually sold like this when someone has bought it, not used and returned it, therefore no longer 'new'. :-)
