how do you get it to stick to hair?

For our body glitter you can try hair spray, apply when still wet/tacky, hairspray over. You can also use hair gel, glitter, hairspray if using it on part or a slicked back look. There are probably some great tutorials on youtube as well.

Does this work good for eyeliner?

Certainly! Our glitter is safe for the skin and can be used as eye glitter makeup.

Is this enough for an arm and leg?

A 15g pot is quite a bit of glitter. You should be able to use it on multiple areas of your body with plenty left over.
