Can it be used on silverware without requiring the silverware be washed again?

It can be used on any metal & it’s the best product I have found. Easy to use. Wipe on, wipe off & buff. Although I would wash them to make sure all the product was removed & it will shine up good as new.

Will this product work on shiny stainless steel silverware?

Has anyone tried this on headlights?

No. Turtle Wax Chrome Cleaner works really well on clearing up the dull plastic. And it’s cheaper!

Have an old tube from many years ago of maas polishing cream. i want to be sure i am ordering the same material vs something else/ in new packaging?

It is not a new packaging, you just get much more of it. In my house the tube would last one cleaning cycle, my cleaning lady cleans brass and copper once a month.
