What's the difference between this one and the black one that says "Pro"? Is this for American cartriges?

this was the "test" "beta" release, the "pro" model is the complete release. basically they released the beta to a few select locations to see if there was any complaints or noticeable bugs. to my knowledge the package is the only difference that can't be updated

It didnt work there was no cheats pr codes for it just error all the time.. nothing happend when i put my 3ds games...
