why is this almost $30 ? from the picture it looks to be just a few pawn pieces, a couple dice and a board ...cost to make this would be like $3??

$30 is average for a board game. Do you complain at the cost of vehicle’s because they don’t cost tens of thousands to make.

Does a child need to already know multiplication and division to play, or does it teach the concepts?

My 7 year old can play and he's just starting to understand multiplication from the game. I don't know that it teaches it in the way we think of teaching multiplication. For example 12 isn't 6*2 or 4*3, it is 2*2*3. It has been great with my kids working with factors. And my seven year old is putting together math concepts that are pretty advanced, like seeing 6 is 2*3 and then how that relates to 12.

Is this game fun for adults playing with kids or even adults playing with other adults?

This is a really fun game! I used it in my math class, and the kids had a ton of fun. My son enjoys it as well. It becomes kind of competitive, so probably adults would enjoy.
