Will it seal a plastic soda bottle?

No...the threads on a plastic soda cap are larger around than a glass bottle with the classic crimp on cap. Even the Pint/500ml and Quart/liter bottles use a standard cap size, and that's what this is for.

The EBM Sizzler is used to re-cap a standard glass bottle of Coke, Beer or other beverage that is sold in glass bottles. As you can see it has a bottle opener on one side :-)

Will this open plastic water bottles, 2liter bottles?

Are you asking if it will seal two liter bottles? Because your question reads will it open water bottles. The opener is meant for bottle caps on glass bottles. As far as sealing two liter bottles I haven't tried it yet, but I don't think the rubber seal would work on plastic.
