Why is there witchhazel

Witch hazel is a wonderful ingredient with many uses. In this formula, it is not drying at all, It is likely used in this product to help the other ingredients penetrate deeper, as it acts as a toner and adjusts your skins Ph. Without it, this serum would likely be too greasy/oily and cause breakouts tbh! It needs something to thin it out, and that's another purpose. A lot of other companies will put "denat. alcohol" in their product for the same purposes which is harsh and very drying. This is a much better alternative.

Is this safe to use with vitamin C serum?

If you ever aren't sure about what ingredients you can and can't mix, use Google. Vitamin C is fine as long as it's not mixed with AHA, BHA, retinol, tretinoin, benzoyl peroxide, niacinamide. And if you didn't know, aha BHA includes anything that is an acid like salicylic, gylcolic, and lactic. Though this product does have niacinamide, which supposedly cancels vitamin C out, I think it would be fine to use, however I do suggest using this serum at night, and vitamin C should always be used during the day.

Where is this made?

I don’t know where it is made. But I can tell you this it works. I have used it daily for a month.  It has helped my complexion, made pores smaller in size, added a brightness to my, and softened a few wrinkles to almost disappearing. I do know from the box and advertising on Amazon the use South Korean Ginseng. I hope this helps. I have reordered it arrived in a few days. I will continue to reorder monthly.
