Does this have the California Warning?

No, it does not have the California warning.

What is the strip hanging off the center of the cover for? It’s attached on the top side but not on the bottom.

So, the front and back covers fit into the front and back flaps. The strip of material in the center, I think, is a bookmark or page marker.

What are the dimensions of the cover?

The dimensions for the ScoutsBSA handbook cover are 10" X 8 7/20"
