Will the drawers hold a letter size file?

No. Each drawer has dividers glued into it making smaller compartments of various sizes. Even without the dividers, the drawer is a little too narrow for 8.5” paper.

Can you fully remove the drawers?

Yes, they drawers can be completely removed

How can width be both 6.8" (back, top) and 9.8" wide (front, bottom)--at the same time? diagram doesn't make sense.

I have two of these units. They stand 10" High, measure 10" Wide, and are just shy of 7" Deep. I'm not sure where the 6.8" figure comes from...very odd. I did just measure mine though, and these are the dimensions. I hope this helps you, as they are great little drawers for the top of a desk with limited drawer space.
