What order do you put this on in Your makeup routine?

I don't really y use makeup since I'm a man, but technically/cosmetically speaking, since it both shrinks your pores and enlarges your sweat glands, you would want to apply it, let it dry and then apply makeup, but I strongly recommend you apply some witch hazel prior to putting on makeup and after applying this product.Good luck!

It says not to put it on scalp. Because it impedes your body's cooling too much, or??

I recommend dabbing the sweat block or the sweat block alternative all over your scalp... The neat 3b ive found kind of dries out your hair... I use it on my neck side burns and back part of my hair, but not the top or the front...Impeding coolness.. No... Stopping sweat.. Yes! Good luck! :)

So u can put it at night for extra protection if u sweat alot or work or workout but honestly it just depends on u if u sweat alot it will work if u want to put it on leave or let dry n apply makeup it really is great it was game changer I always use now.
