I use a clock radio alarm that plays quiet music to wake me. Will this drown out the music; do I have to really crank it up in order to be awakened?

You can control the volume. Great even noise. Love this product!

Can I use this to drown my noise out from my room from my neighbor?

I used it to help drown out the sound of the dogs barking next door. (I also had a fan on and a loud AC.) It will definitely help, depending on how close and how loud your neighbors are, but you may also need earbuds with the sound of waves or something to go with it. I bought a second one of these to take with me while traveling for hotel rooms and such.
