Know your measurements (chest, waist, hips) at a minimum! And it can be in either centimeters or inches, then look at the description for each dress form. That would be the best and ideal guide for helping you choose. As many know, "sizes" vary, but measurements don't (barring weight gain/loss).

What are the minimum and maximum measurements for medium form?

Dritz Dress Forms come in different 'sizes' (Child, Petite/Small, Medium, Large, etc) - it's best to know your specific body measurements (inches and/or centimeters) and then order your correct 'size', based on your measurements.

I am a size 14 to 16 womens size, which form would be best the medium or full figure?

Yes, it accommodates up to a size 22. As with any body measurements, though, your measurements have to be compared to the dress form size chart to get a better idea of what the true size for your dress form should be to match your body measurements.

My mother is a 26/28. Will this go up that far?

These dress forms come in different 'sizes' and do (or did) show the measurements for each different size. That was how I chose mine. It might take a little bit of effort on your part to do the comparisons - but - your mother should be able to find the correct size.
