Is this safe on pvc Fence ?

I honestly don’t know. But I think it would be. I’d try it on a small inconspicuous section of the fence just in case.

Is this carnauba paste wax?

I don't believe it is carnauba. This formula for this wax is very old. It does a great job but is labor intensive compared to todays waxes.

can I remelt or otherwise restore a really old can of Simonize wax? My older can has dried and cracked into three lg pieces, othewise fine.

I haven't melted old wax. I have pushed it down to make it one piece.

Is it easy to rub off after it dries ?

No not easy. You only need to put it on and leave for about 30 seconds. According to directions do not let it dry. I have found it works good to wipe off shorty after application and then use a slight mist of water and wile further off while buffing to a gloss shine.
