I'm not sure .. I use it on my face and love it. I think I have spritzed my hair before, once when traveling in Tuscon .. I think it was fine. But I would not make a blanket statement that its "OK for hair" as some people may react differently to it ... I hope that helps.

does it meet the TSA requirement for carry-on?

I did have it in my carry-on bag but I forgot to put it in the Ziploc bag with my other liquids. Everything was scanned by TSA, and they did not question it.
