Is this Nu Finish added to tumbling media to clean brass?

Yes and no. It is a protector and polish. My tumbler holds 6 lbs of 50% corn cob / 50% walnut media. I add 3-4 tablespoons of mineral spirits for cleaning and 3-4 tablespoons of NuFinish to each batch of brass I tumble unless I have more than one batch to tumble, then its every 3 batches. You will know when to add more. When you add it let the tumbler run for about 10 minutes before you add the brass. You need to have no clumps in it or it will get inside the brass and dry up. I also toss in a few cut up used dryer sheets to control dust.

how long do you keep this polish on the car before you start wiping it off? (small work section) ... 30 secs?... 1 minute?... 2 minute?

It was around 68 degrees,  partly cloudy  and the metal  was lukewarm. I followed the instructions on the paste can, using a damp applicator pad. I started on the engine compartment,  making small , 3" swirls. At first it went on a little  odd, maybe the applicator was too wet, maybe the Polish was a little too old. After doing the engine hood, it settled down into what you would expect, so I quickly went around the whole thing, maybe 10- 12 minutes. I used professional  detailing towels,  and started buffing in circular motions. I noticed right away, that it was difficult to remove, tended to ' clump', and the clumps were sticking wherever they landed. I was immediately concerned something was wrong, and as I leaned down to look at the finish, it not only appeared as if it had oxidized, I could see swirls and scratches from the buffing. It also made a mess of my pinsriping, clogged up anywhere that wasn't a straight up flat paint surface, and still a week later there are white specks around the plastic trim pieces, door handles, etc. I suspect that the kind of instructions actually needed to use this are not necessarily the ones on the product itself. A very poor way to sell a product.

Do I have to wash my car clean with water before applying it or just clean the car and apply

You really need to wash it thoroughly NU Finish recommends it so that the product comes into direct contact with the paint surface for proper bonding.

I never pushed it to see if would last an entire year, usually re-applied after six months. In one of the answers below  Michael M. recommends   using  "Purple Power Heavy-Duty Vehicle and Boat Pressure Wash Concentrate". this is the very best way to get it really clean.  Use Bug and Tar remover where needed before the wash to remove any solvent residue. I have only used 
Meguires Gold for washing so cant say how the Nu Finish might compare.

Pls how long will it take for me to wipe the polish for the car

Depends on the size of the vehicle.  A large SUV or pickup truck would take maybe 1 1/2 hours to do it correctly.  A smaller sedan maybe 1 hour.  Nu Finish goes on and wipes off easy compared to many of the paste waxes I have used before.  It also seems to last as long as a good paste wax, maybe longer.
