I have an old Winchester tube fed .22, the scope rail is about 3/8” wide. Will this dove rail fit that so I can put a real scope on it ?

No, this fits on the regular picatinny rail. It is just a riser.

I didn’t see where it said 0 to 20 MOA. I did see 0 vs 20 MOA. I had issues with my rails not being in spec and not able to accept my attachment. I tossed in the recycling bin as I waited to long to return.

which way is the front?

You can mount either side toward the front. Its just a preference on what side you want the screws to be accessed from. That may be based off what hand you shoot with or setup of the firearm.
