Is this equivalent to college rule?

This is more like elementary lined paper... not kindergarten but not college ruled.

Are the lines raised enough? I have tried other brands and you can barely feel the raised lines.

I apologize if this doesn't make sense but I am driving and I know that's not safe but I just was at a stoplight so I thought I would respond him it is raised enough for my son he is in no learning program and his school loves this paper they love Rachel Ray's it is you could actually build the raise up parts of the paper and he loves it my son loves it because he knows when to stop

When writing can you actual feel the raise of the line when the pencil hits it?

Yes, you can feel it. This is the reason why I bought it because then my son knows where to stop and not go below the line and also my mother mother-in-law who is almost blind she uses it she likes it
