How high of voltage will it test ?

The included paperwork says 600 Volt. That’s kind of an industrywide cut off point between “normal“ power versus what is generally considered to be high voltage. I would feel comfortable using it to test 480 V all day long. I would not use it over 600 V under any circumstances.

Does it measure volts in millivolts in DC? How many digits does it show after the decimal?

Yes. 3 decimal points after whole volts. I.e.; 1.419 volts for a AA battery
