Can the wheels be replaced?

I bought Kenneth Cole on September 3, 2020. Durability: Not durable! Wow, in just 4 weeks the wheels wear down easily! It's some kind of a hard plastic wheels, very low quality! Kenneth Cole please replace the wheels.

can it fit a 17.3 inch gaming laptop?

The computer is supposed to go in the middle pocket, but it was a tight squeeze, so I bought an extra sleeve and put it in the back pocket. It fits perfectly.
