Should I use this at the top of a climb for a belay rope?

I use it at the top of a rock wall to provide a frictionless belay. I did recently back up the pulley system by attaching a second caribeaner loose around one strand of the rope and attached to a second anchor. This will catch the rope in the event of a pulley failure which would be very unlikely. But it is piece of mind for the repeated motion involved on a rock wall. I was concerned about the many cycles leading to micro fractures along the bottom aluminum frame.

Is this good for pulling tools about 100 lbs up a 80 foot wind turbine?

The pulley can handle 5kn of work load which is 1,124 lbs. i would say it is adequate. Just use a good locking carabier
