The smallest one in the bunch probably would. If loose, just put a little dab of silicone sealer on there.

Are these for high voltage?

I have no idea, but my best guess is NO! These are simple protectors to prevent sharp edges on tubing or rods from damaging anything they come in contact with. For questions about voltage ratings you would have to contact the manufacturer.
