I can't think of a way to measure "strong." Not certain what you're looking for. The product is working for me with no unpleasant aspects, either scent or skin sensations. Label doesn't quantify the Coal Tar or Salicylic Acid.

Do I apply this and rinse before I use my regular shampoo/conditioner or after?

I used as my only shampoo. I loaded it into a small spray bottle because it’s very thin. Couple sprays and then lather it up.
