No, it is made out of a polyester. It has fringes so it should probably be washed on a gentle cycle.

The prayer on the shawl to be said before putting on the shawl is written in Hebrew, but it says, "Blessed are you O Lord, King of the Universe who has fulfilled all of the Torah through Jesus the Messiah and has covered us with His righteousness.

In the book Secrets of the Prayer Shawl by Prof. M.M. Ninan it should be a prayer said when one is putting on the Prayer Shawl.  '"I am here enwrapping myself in this fringed robe, in fullfilment of the command of my Creator, as it is written in the Torah, they shall make them a fringe upon the corners of their garments throughout their generations.  And even as I cover myself with the tallit in this world, so may my soul deserve to be clothed with a beautiful spiritual robe in the World to Come, in the garden of Eden.  Not much is covered about it because the main purpose of the Prayer Shawl is to have the tassels on the four corners of the garment.  This is covered in Numbers 15:37-40 and Deuteronomy 22:12.  If you get the book it covers the tassels completlely.  I got my copy from Amazon.  Hope this helps.
